The 18th annual Human Rights Watch Film Festival is upon us, with a worthy selection from around the world unreeling at Lincoln Center’s Walter Reade Theater. One highlight is Josue Mendez’s “Dias de Santiago” (2004), from Peru. Pietro Sibille (above) is excellent as a hunky 23-year-old army veteran who has trouble adjusting to civilian life after years in the jungle, fighting in Peru’s war with Ecuador.
