THE NFL yesterday pro posed binding arbitra tion with Time Warner cable over making the NFL Network available in New York. The NFL wants its network to be part of the basic cable package, but Time Warner wants to put it on as a premium channel because of the cost.

The dispute has kept some important NFL games off regular TV, including last night’s Steelers vs. Rams game.
