Rex Ryan has qualified his “build a bully” proclamation in the wake of Richie Incognito’s signing, saying Thursday he only wants to do so on the field.

“I’m about the biggest anti-bullying guy there is, especially off the field and in the community,” the new Bills coach told a Buffalo radio station Thursday. “I want the toughest, physical football team on the field, and gentlemen off the field.”

Ryan was trying to do a bit of damage control after signing Incognito — the infamous ringleader of the Dolphins’ 2013 bullying controversy — as his first major move following a debut press conference in which the former Jets coach said he wanted to “build a bully” with the Bills.

New Buffalo owner Terry Pegula already has given his public blessing to signing Incognito, who was out of football last season and appears to be in a last-chance situation with Ryan and the Bills.

But Ryan felt the need to clarify his feelings in the interview with Buffalo’s WGR radio, saying a long meeting with the former Pro Bowl guard convinced Ryan that Incognito is remorseful and knows he is on a short leash.

“He recognizes that he has made some mistakes,” Ryan said. “He wants to prove that he is not that person now.”

Incognito signed a one-year, $1.1 million deal with the Bills last week. Buffalo can easily get rid of him if there are further off-field issues because the contract included a mere $100,000 signing bonus.
