Isiah Thomas’ free agency plans are simple. The 6-11 Channing Frye is not enough to fortify a frontline decimated in recent months by trades of Nazr Mohammed and Kurt Thomas.

“If we can find another 7-footer who can get down the court, I like where we are a lot,” Thomas said. “I’ve been able to be creative maneuvering the roster.”

Thomas has targeted free-agent centers Stromile Swift, Kwame Brown, Eddy Curry, Zydrunas Ilgauskas, Samuel Dalembert and Jerome James. Only James can be had assuredly for the $5 million mid-level exception. Thomas would likely need sign-and-trades for the others. Centers on the trading block are Jamaal Magloire and Rasho Nesterovic.

Thomas wants to continue the youth movement after adding four players 25 and under Tuesday night. That means Malik Rose, Maurice Taylor, Tim Thomas and Penny Hardaway should be wary. The latter two are in the final years of their contracts, making them desirable to teams looking to deal.

Thomas said recently Stephon Marbury is not an untouchable.

Richardson must pass his physical today before deal becomes official. The Knicks took on Richardson’s contract despite not being insured for a career-ending back injury. The Suns sweetened the pot by allowing the Knicks to move up 33 spots in the draft, from 54 to 21, to take Robinson. Sources say Robinson would not have fallen to 30th, with Sacramento likely to nab him at 23.

Frye, selected at No. 8, missed the first summer-league practice last night to resolve contract issues. Frye was immediately introduced to blunt New York when asked about the 5-9 Robinson dunking on him during the Elite Eight in the NCAA Tournament.

“I think my block to dunk ratio is pretty good, 400-to-500 to 1,” Frye said.

Isiah said the decision whether to waive Allan Houston doesn’t hinge on the new CBA clause that allows a club to waive a player and save the luxury tax on his contract. There’s a chance teams won’t pay a luxury tax next summer, making it a moot point. Thomas indicated, however, he would waive Houston if the player wanted to go elsewhere where he’d get playing time. The Knicks have moved on without him. The benefit of keeping him is getting to trade his contract in its expiring year.
