Charles Hayward, former president of the Daily Racing Form, is expected to be named the new chief executive officer and president of the New York Racing Association, according to industry sources. The appointment could come today or tomorrow following yesterday’s meeting of the NYRA board of directors. Hayward, who resigned his position at the Form after it was sold earlier this year, is a former member of the NYRA board and publisher of Little, Brown.

Over the summer, it was expected that Tim Smith would be named NYRA CEO after resigning his position as commissioner of the National Thoroughbred Racing Association, but Smith declined the position.

The current NYRA chairman and CEO, Barry Schwartz, announced he is stepping down as the head of the beleaguered association, which is operating under the supervision of a federal monitor after being indicted and pleading guilty for its involvement in a tax-fraud scheme involving mutuel clerks. NYRA has been without a president since Terry Meyocks resigned last fall in the wake of the scandal.

Steven Duncker, acting co-chief operating officer of NYRA and a member of the board, is the front-runner to succeed Schwartz as chairman.
