US officials will reclaim authority over companies providing Internet access by applying regulations now used for telephone service, a Federal Communications Commission official said yesterday.

The FCC’s approach, to be outlined tomorrow by Chairman Julius Genachowski, will apply portions of the phone rules, stopping short of using provisions such as the authority to control rates.

Genachowski wants to set net-neutrality rules that would bar companies from favoring their own Web content and services over others. His power to do so was undermined when a US federal court ruled earlier this month that the agency lacked authority to regulate Comcast’s Internet practices.

“This is a welcome announcement,” said Gigi Sohn, president of Public Knowledge in an e-mailed statement. The Washington-based consumer advocacy group had urged Genachowski to pursue the telephone-style rules, as had a trade group representing Google and Amazon.com.

AT&T and Time Warner Cable were among Internet service providers that had said the phone rules would be burdensome.
