The vice chairman of International Securities Exchange Holdings Inc. and two financial consultants have been charged with insider trading prior to ISE’s merger with Eurex last year, officials said yesterday.

The US Attorney’s office in Manhattan said John Marshall, ISE’s vice chairman, and financial consultants Alan Tucker and Mark Larson have been charged with conspiracy and 10 counts of securities fraud.

They face up to 20 years in prison on each count. The Securities and Exchange Commission also separately brought civil charges against the men.
