Morgan Stanley, the investment bank that said it will cut 1,600 jobs globally, may eliminate 580 positions in New York City, according to a filing with state labor regulators. The “rolling layoffs” began Dec. 15, the firm said in paperwork. Affected locations include 1221 Avenue of the Americas, 1 New York Plaza, 1585 Broadway and 750 Seventh Ave.
