New York’s unemployment rate was 8.3 percent in November, holding almost steady compared to October and less than the 8.9 percent recorded a year earlier.

The state labor department says New York City’s jobless rate was 9.1 percent, also little changed from October. The national rate stood at 9.8 percent.
