After nearly a month of layoffs, Conde Nast CEO Charles Townsend is back to raiding his rivals for talent, The Post has learned.

Susan Plagemann, who was the publisher of Hearst’s Marie Claire, has been named vice president and publisher of Vogue. She will report to Thomas A. Florio, the former Vogue publisher who has been bumped up to senior vice president and publishing director for the Vogue properties, Bon Appétit, and Condé Nast Traveler.

Plagemann’s appointment is effective January 4, 2010.
