The SEC faces hurdles proving wrongdoing at credit-rating agencies, its enforcement chief said.

SEC Enforcement Director Robert Khuzami’s comments came a day after McGraw-Hill disclosed that the agency may sue its Standard & Poor’s unit for breaking securities laws.
