“4 Months, 3 Weeks and 2 Days,” the much-touted Romanian abortion drama that took the top prize at the Cannes Film Festival, has failed to make the short list for Oscar’s foreign-language feature. So has France’s vaunted entry, the animated “Persepolis.” When the nominations are announced next Tuesday, they will be drawn from these nine titles:

Poland, “Katyn,” Andrzej Wajda, director

Russia, “12,” Nikita Mikhalkov, director

Serbia, “The Trap,” Srdan Golubovic, director
