There’s still plenty of time to howl.

The second annual HOWL! Festival, which celebrates all forms of East Village art, runs through Tuesday.

And the biggest, most fabulous draw of the day is Wigstock 2004, the celebration of all-things drag – and the brainchild of drag queen Lady Bunny and collaborator Scott Lifshutz back in 1985.

“It was a slapped-together diversion at the time, mostly people from the Pyramid Club on Avenue A. No one knew what was going on and by the end of the day, maybe 1,000 people were there,” says Lifshutz, who now expects a couple thousand people to pack Tompkins Square Park for the two-hour show, which starts at 4:45 p.m. today

“Wigstock is a bunch of nightclub performers who want to strut their stuff in broad daylight.

“We’ve got lip synchers, real singers, comedians, dancers who sing, singers who dance – there’s a little bit of everything.”

On the lineup will be talent like Lady Bunny, RuPaul and Andy Warhol superstar Holly Woodlawn, performing “Walk on the Wild Side,” a song Lou Reed based on her.

And then there’s Boy George: “He’s not exactly drag,” laughs Lady Bunny, “but he wears enough makeup to fit in there. Plus he’s a pop icon.”

Every performer gets to sing one song – so be prepared for a wide range of tunes.

“The New York drag scene is notable in its diversity,” says Lady Bunny. “It’s not limited to lip synching Whitney Houston tracks.

“There’s one queen, trained at Juilliard, who has a range of five octaves – people don’t even believe she’s singing!”

Expect costumes ranging from the uber-glam to the clownish – really big, colorful wigs, lots of makeup and sequins – and a campy good time.

Be sure to get to Tompkins Square Park early, so you can stake out a spot. And bring a camera – the queens will happily pose for pictures on their way backstage.

But there’s more to HOWL! than drag.

Tomorrow brings the inaugural Hip Hop Arts Festival at the Pyramid Club (101 Avenue A; [212] 228-4888), from 2 to 8 p.m., followed by the All Star Poetry Jam at 9:30 p.m., where Moby, Suzanne Vega, Jonathan Ames and others are gathering at Joe’s Pub (425 Lafayette St.; [212] 539-8540) to pay tribute to Allen Ginsberg.
