The solution regarding the sales tax on cigarettes sold from Indian reservations is simple: Treat the Indian reservations the way they want to treated – as a separate country (“State Seeks Deal With Tribes on Cig Tax,” March 3).

With import and export fees applied, this problem should be handled right away.
