“Where Are the Carriers?” is the question that every president in an international crisis has asked since FDR (“Great Power No More,” Arthur Herman, PostOpinion, May 17).

Arthur Herman’s point is well-taken.

China is building a blue-water navy, yet our Navy is the size it was in 1920.

What if the United States has to put out two fires at the same time, say in the Persian Gulf and Formosa Straits? What will be the answer to the president’s question then?
