The California State Athletic Commission hit Antonio Margarito harder than Shane Mosley did last Saturday at the Staples Center.

The CSAC has temporarily suspended the licenses of Margarito and his chief trainer Javier Capetillo, saying in a statement a “foreign substance” was found in the hand wraps of Margarito before his welterweight championship bout with Mosley in Los Angeles.

Margarito and Capetillo have been asked to appear before the CSAC at a hearing scheduled for Feb. 10, 2009, as the investigation continues into the circumstances that led to the discovery of that foreign substance.

What has been described as hardened pieces of gauze or plaster of Paris were discovered in Margarito’s hand wraps after Mosley’s trainer Naazim Richardson requested to “feel” them.

Though Margarito was allowed to fight – losing his WBA welterweight championship by ninth-round TKO – the pieces were sent to Sacramento where they are being analyzed by the California Dept. of Justice.

The suspensions will be honored by Nevada and New York and will remain in effect until a final determination is made on whether “this case warrants fines, suspension or the revocation of licenses,” the statement said.

Margarito’s promoter, Bob Arum of Top Rank, is confident his fighter has done nothing wrong.

“My feeling knowing Margarito, is he’s totally innocent,” Arum said. “I’m sure he’s going to be exonerated. He’s a decent, honest guy. He’s not a cheater.”
