Beiranvand was once again the standout performer for Iran, making seven saves, including a remarkable reflex stop at point-blank range to deny De Cuyper early in the second half.
Belgium dominated territorially and statistically with 70% possession, 622 passes, and 1.82 xG.
However, Iran, despite only 0.63 xG, still fashioned a number of dangerous opportunities and dominated the set piece battle.
Taremi thought he had opened the scoring after 25 minutes, turning and finishing past Courtois expertly after Hajisafi's clever reverse pass from a free-kick.
Both Kanani and Taremi forced Courtois into sharp saves in either half with powerfully struck volleys from long throws that Belgium struggled to deal with.
The key moment came after 66 minutes when Ngoy's momentary lapse of concentration surrendered the ball to Taremi, and the Belgian brought the striker down when he was clear through on goal, reducing the Red Devils to 10 men for the final 25 minutes.
It was actually Belgium, and De Cuyper, who went closest after that, with a powerful side-footed effort repelled and collected by the impassable Beiranvand.
Iran will be delighted with a second successive point, only the third goalless draw of the tournament so far, while pressure continues to mount on Belgium and Rudi Garcia.
Iran now leads Group G with Belgium second, both on two points heading into the final matchday next weekend, with all four teams still able to top the group.
