ALBANY — The federal spigot is open for $1.7 billion in Hurricane Sandy aid to reimburse suburban homeowners and business owners for out-of-pocket disaster-recovery expenses.

The city will have to wait a bit longer.

US Housing and Urban Development Secretary Shaun Donovan joined Gov. Cuomo and Sen. Charles Schumer (D-NY) at the state Capitol yesterday to announce the plan.
