The Department of Homeland Security plans to use taxpayer dollars to send migrants apprehended at the US-Mexico border to cities across the US — including Los Angeles, Houston, and Dallas — in a bid to ease overcrowding in holding facilities, according to a new report.

NBC News, citing internal DHS documents, reported that some agency officials have dubbed the scheme the “Abbott plan” after Texas Republican Gov. Greg Abbott — who began hiring buses earlier this year to take migrants to Washington, DC, to protest the Biden administration’s border policies.

Those buses transported more than 150 migrants — all of whom had volunteered and were legally allowed to travel within the US after clearing the first hurdle to seeking asylum. 

It was not immediately clear which migrants would be eligible to be transported by DHS or how many would be sent from the border region.

Migrants have previously had to foot the bill for their own travel in the US after they are released from Customs and Border Protection custody and before appearing before an immigration judge.

In addition to paying for the migrants’ travel, DHS is reportedly working with shelters in the various resettlement cities before sending them asylum-seekers. 

In response to the NBC report, a DHS spokesperson told The Post that “no decision has been made” about whether to go through with the plan.

“Should a decision be made, DHS will continue to closely coordinate with and support cities and NGOs to facilitate the movement of any individual encountered at the Southwest border who is placed into removal proceedings pending the next steps in their immigration proceedings,” the spokesperson added. 

The transport plan would take place alongside flights organized by the Department of Health and Human Services’ Office of Refugee Resettlement, which has been transporting unaccompanied children to suburban New York for months. 

The flights — which have been occurring under the cover of night since October last year — have transported dozens of young children along with adult males, according to GOP gubernatorial candidate Rob Astorino. 

“I can tell you — and we have video — that it is not just the little kids with backpacks being reunited, reunified with their families … it is an expansion of this program,” Astorino told reporters Wednesday. “And what’s happening is we’re having on video, clearly seeing many teenage boys, late teen, early 20s, who are single adult men, who are getting off these flights.”

On Thursday, Astorino blasted the potential DHS plan to transport migrants permitted to travel in the US, telling The Post, “We don’t get any answers.” 

“If they’re using federal dollars, tax dollars, bringing them from the southern border into our communities, don’t we have a right to know who’s coming in here? They’re not here legally to begin with,” he added.

“We don’t get any answers. I have a big problem with that. And all we’re getting from the federal government and the state is a big middle finger and that is what’s driving people nuts,” Astorino told The Post at the state Capitol in Albany on Thursday.

Concerns about the flights come as massive numbers of immigrants continue to attempt to cross the border and the fate of the Title 42 health protocol remains up in the air. 

While the Biden administration attempted to rescind the order last month, it has stayed in place due to a ruling by a federal judge and immediate expulsions under the policy have continued. 

Approximately 97,000 migrants were expelled under Title 42 in April — much less than half of the total 234,088 encounters. More than 110,000 migrants were released into the US.

Expulsion and encounter data for May has yet to be released by DHS.
