The Biden administration said Thursday it had ended its work with the Council on American-Islamic Relations on crafting a national antisemitism strategy after one of CAIR’s top executives declared he was “happy” to witness Hamas’ terror attack against Israel on Oct 7.
CAIR co-founder and national executive director Nihad Awad made the shocking statement at the 16th Annual Convention for Palestine in Chicago on Nov. 24, according to video footage circulated by the Middle East Media Research Institute.
“The people of Gaza only decided to break the siege — the walls of the concentration camp — on Oct. 7,” Awad said. “And yes, I was happy to see people breaking the siege and throwing down the shackles of their own land and walk free into their land that they were not allowed to walk in.”
And yes, the people of Gaza have the right to self-defense — have the right to defend themselves. And yes, Israel as an occupying power does not have that right to self-defense,” he added.
CAIR was tapped by the White House on May 25 to “launch a tour to educate religious communities about steps they can take to protect their houses of worship from hate incidents, such as instituting appropriate security measures, developing strong relationships with other faith communities, and maintaining open lines of communication with local law enforcement.”
But that affiliation ended after Awad’s remarks surfaced, a White House spokesperson told The Post.
“We condemn these shocking, antisemitic statements in the strongest terms,” White House deputy press secretary Andrew Bates told The Post.
Nihad Awad is the executive director and co-founder of CAIR. AP“The horrific, brutal terrorist attacks committed by Hamas on October 7th were, as President Biden said, ‘abhorrent’ and represent ‘unadulterated evil,’” he added, noting it “was the deadliest day for Jewish people since the Holocaust.”
“The atrocities of that day shock the conscience, which is why we can never forget the pain Hamas has caused for so many innocent people,” Bates also said.
“There are families who are in agony, mourning loved ones, and there are also families in agony doing everything in their power to free loved ones being held hostage. Everyone has a responsibility to call out antisemitism and violence wherever it rears its ugly head.”
In its May fact sheet, the White House included CAIR as one of many solidarity groups with which it had “announced commitments to counter antisemitism,” according to an archived webpage.
The announcement came as part of the Biden administration’s first-ever national strategy for countering antisemitism.

A CAIR spokesperson declined to comment on being dropped from the initiative, directing The Post to a Thursday statement from Awad.
“During my remarks at a conference two weeks ago in support of Palestinian human rights, I condemned violence against all civilians and all forms of bigotry, specifically including Islamophobia and antisemitism,” he said.
“As I said, ‘The hatred, the prejudice, the violence, the discrimination against Jews because of their faith or their life or their religious practices is a hateful mindset, behavior and action. We as human beings, as Muslims, as Palestinians, see it as evil the way it is, and [it] should be condemned because antisemitism is a real phenomenon, a real evil, and it has to be rejected and combated by all people regardless of their faith tradition, ideology, or those people who have no ideology. It is an attack on humanity and should be clearly condemned by all people.’
“Despite my clear remarks, an anti-Muslim, anti-Palestinian hate website selected remarks from my speech out of context and spliced them together to create a completely false meaning.
“What I actually said while discussing international law: Ukrainians, Palestinians and other occupied people have the right to defend themselves and escape occupation by just and legal means, but targeting civilians is never an acceptable means of doing so, which is why I have again and again condemned the violence against Israeli civilians on Oct. 7th and past Hamas attacks on Israeli civilians, including suicide bombings, all the way back to the 1990s—just as I have condemned the decades of violence against Palestinian civilians.

The CAIR director also lauded the efforts of younger Democrats dissatisfied with President Biden’s continued support of Israel over Hamas.
“Brothers and sisters, young people in the Democratic Party have sent a clear message to this administration and to the Democratic Party,” Awad told the audience. “That you have betrayed our votes, you have betrayed our support, and you have betrayed young people who aspire for the United States of America to reposition itself as a moral leader in the world. They have betrayed us.”
Protests from left-wing groups against the Biden administration have drawn hundreds of attendees in cities such as Washington, D.C.; New York City; and Philadelphia.
CAIR did not respond to the questions, but Deputy Executive Director Edward Ahmed Mitchell provided a statement attributed to Awad.
“During my speech last week in support of Palestinian human rights, I condemned all forms of bigotry, specifically including Islamophobia and antisemitism, and violence against all civilians,” the statement obtained by Fox News Digital stated. “Despite this, an anti-Muslim, anti-Palestinian hate website selected remarks from my speech out of context and spliced them together to create a completely false meaning.”

Awad also claimed that his reference to feeling “happy” on Oct. 7 did not refer to the terrorist attacks that killed thousands of Israelis.

In his speech, Awad also accused the American Israel Public Affairs Committee (AIPAC), one of the nation’s largest pro-Israel lobbying groups, of holding sway over the executive branch officials and Congress.
“AIPAC and its affiliates have been controlling the United States government and the United States Congress,” he went on. “And if someone says, ‘Oh, Nihad Awad said this about the Congress,’ I tell you, ‘Yes, I say it today, and I will say it tomorrow — unless we free Congress, we will not be able to free Palestine.’”
