"Children are the heart of this festival, and every snowmen is made with plenty of children helping out." And local council spokesman Yuri Vasiliev said that it was standard practice not just the homes but also the local businesses and even council departments to have their own snowmen. He said: "The first moment start to arrive with the first snows usually at the start of December, and by the time we get through to the start of the year a really impressive giant seven are already up – the ones that need a lot of snow to create them like this years huge Stalin figure." Local man Zakir Voronoff said: "I don't think anybody can really remember exactly when it started, but what I can say is that it's something all the adults who take part in and the businesses and local institutions so that we can give something to the kids. "Children are the heart of this festival, and every snowmen is made with plenty of children helping out." And local council spokesman Yuri Vasiliev said that it was standard practice not just the homes but also the local businesses and even council departments to have their own snowmen. He said: "The first moment start to arrive with the first snows usually at the start of December, and by the time we get through to the start of the year a really impressive giant seven are already up – the ones that need a lot of snow to create them like this years huge Stalin figure."
