A Florida teen — who had been arrested and was handcuffed behind his back — saved the life of the cop who was booking him into jail, authorities said Wednesday.

Accused parole violator, Jamal Rutledge, is being hailed a hometown hero by the Fort Lauderdale Police Department after he drew attention last September to officer Franklin Foulks as he suffered an apparent heart attack.

Surveillance footage obtained by NBC South Florida shows Foulks filling out paperwork during processing before he suddenly collapses. The officer can be seen writhing around on the floor as the arrested juvenile does everything he can to try and alert others.

“Rutledge’s actions and the quick response of these officers were largely responsible for Officer Foulks surviving this medical episode,” Fort Lauderdale Police Department detective DeAnna Greenlaw said in a statement Wednesday.

Despite being cuffed, Rutledge manages to use his feet and voice to notify a pair of cops nearby.

“[Rutledge] immediately began to kick the security fence and yell to alert officers in the area,” Greenlaw said. “Sergeant Todd Bunin was walking near the booking area, heard Rutledge and noticed Officer Foulks was semiconscious lying on the ground. Sergeant Bunin observed Officer Foulks clenching his chest in distress and notified police dispatch to send Fort Lauderdale Fire Rescue.”

Overhearing Sergeant Bunin’s radio transmissions, two other officers, Robert Norvis and Raymond Ketchmark immediately jumped into action — administering CPR and used defibrillator to electronically stimulate Foulks’ heart, according to Greenlaw.

“Fire rescue personnel arrived on scene, assessed Officer Foulks’ condition and transported him to Broward Health
Medical Center,” she said.

Rutledge, Norvis and Ketchmark will all be publicly recognized with an award at the next City of Fort Lauderdale Commision Meeting on Jan. 21.
