SAN JOSE, Costa Rica — Costa Rica plans to close its two public zoos next year so the animals can be freed from their cages.

Environment Minister Rene Castro wants the 400 Simon Bolivar Zoo and Santa Ana Conservation Center animals released into the wild or sent to rescue centers. But the foundation that runs the zoos is fighting the move.
