WASHINGTON — The head of the Federal Aviation Administration told a Senate committee yesterday that travelers should expect flight delays as automatic spending cuts that kick in Sunday put air-traffic controllers on furloughs.

Michael Huerta told the committee that the there was no way to avoid the furloughs and that the slowdown will affect the nation unevenly, as each airport operates differently.
