SPRINGFIELD, Ill. — Illinois yesterday became the fourth and most populous state to issue driver’s licenses to illegal immigrants, amid ongoing concerns of potential identity fraud.

Critics point to ongoing ID-theft problems in New Mexico, Washington and Utah, plus the fact that Illinois will not require applicants to be fingerprinted.
