He just can’t get over the Hill.

Former Rep. Katie Hill’s legislative director and alleged lover Graham Kelly is sticking around Congress, despite little to do and few remaining responsibilities.

“He is just walking the hallways like a ghost,” a fellow House staffer who knows Kelly told The Post. “He’s got a smile on his face, but he looks tired.”

“He has very little to do. They might give some rudimentary tasks to accomplish, but I would say a drastically reduced work load,” the staffer added.

Once a fairly anonymous aide, Kelly rocketed to infamy after Hill’s estranged husband Kenny Heslep accused the pair of having an affair. At the time, Hill was already in the news over leaked nude photos showing her getting intimate with campaign staffer Morgan Desjardins.

“Why has she been sleeping with her (male) finance director for the past year at least?” Heslep asked in a now deleted Facebook post. Kelly worked as campaign finance director during Hill’s run for Congress before becoming her legislative director.

House rules forbid members from having sexual relationships with staffers. Hill resigned from Congress days after the House Ethics Committee launched an investigation on Oct 23.

Hill’s name was promptly stripped from her 1130 Longworth building office and replaced with a placard reading only, “Office of the 25th Congressional District of California.” A special election for Hill’s seat will be held in the spring. The winner will almost certainly dump her remaining aides.

In the interim, Hill’s five staffers are allowed to stay on in a zombified existence, reporting to the House Clerk — and collecting paychecks.

They will continue “to receive and undertake constituent casework,” read a press release from Clerk of the House Cheryl L. Johnson shortly after Hill left town. “The scope of the vacant congressional office is limited.”

Staffers “cannot take or advocate positions on public policy” and are limited to “handling business with the departments of the executive branch of the government, to provide general status information on pending legislation, and to offer other general constituent services provided by House offices.”

Graham’s salary for 2019 was close to $80,000, plus a $5,100 campaign bonus, public records show. Chief of Staff Emily M. Burns will continue cashing her annual salary more than $120,000.

While Hill has continued to make news — from having an intimate meeting with Rep. Alexandria Ocasio-Cortez at a posh DC hangout earlier this month and penning a lengthy op-ed for the New York Times saying she contemplated suicide during the height of the scandal — fueling speculation about her future plans, Kelly’s future appears considerably less bright.

“Word travels fast in a gossipy place like Congress,” Jim Swift, a former staffer for Rep. Geoff Davis (R-KY) told The Post. “And for those who don’t hear things from the rumor mill, a quick Google search will likely impede future employment prospects on the Hill.”

Kelly did not respond to multiple requests for comment from The Post. Hill admitted to the relationship with Desjardins and apologized in an October statement, but called allegations of an affair with Kelly “absolutely false.”
