Chaining a pet outdoors for more than three consecutive hours soon will be illegal under a bill passed unanimously by the City Council yesterday.
The measure, sponsored by Councilman Peter Vallone (D-Queens), would allow NYPD and American Society for the Prevention of Cruelty to Animals officers to issue tickets, which Vallone said would mostly be complaint-driven. Multiple offenses could result in jail time.
