More than a half-dozen tortured, malnourished dogs were rescued from a Bronx apartment building last week after the owner was caught on video slamming one of the crying pooches to the ground, prompting outraged neighbors to call for help, police said.

Higgee L. Mercer Wally, 27, of Belmont, was charged Aug. 4 with aggravated cruelty to animals and torture/injure/not feeding an animal after neighbors at his Prospect Avenue apartment building tipped cops off to the horrific abuse, cops said.

The alleged abuse had been ongoing for at least a week, according to a Post review of 311 calls reporting the horrors against the nine pups that date back to July 29.

Another complaint was made just after midnight on Aug. 4. Officers quickly responded to the call and cuffed Mercer Wally shortly before 2 a.m., police said.

Cops were able to verify the animal abuse reports with video captured by a building neighbor, one of which showed Mercer Wally “grabbing a dog by the throat and striking it.”

Another video allegedly depicted the Bronx man “slamming the dog on the ground and striking it multiple times as the dog was heard crying,” police said.

The nine pooches – which were “malnourished and living in deplorable conditions” – were all taken to an Animal Control Center in stable condition.

An animal control center rep confirmed the dogs were transferred to ASPCA. Their conditions were not immediately made available.

The NYPD praised 48th precinct responding officers Joseph J. Mercedes and Alhassan Biosalifu for the investigation in a Wednesday X post, crediting their “swift action” leading to the “rescue of nine malnourished dogs living in unsafe conditions inside the apartment.”
