Disgusted relatives of 9/11 victims yesterday were shocked to hear a city lawyer call debris that contains the remains of their loved ones “dirt.”

The insensitive comment was made as the families fought to have more than a million tons of World Trade Center wreckage at the Fresh Kills landfill, Staten Island, sifted for remains.

“These ashes are undifferentiated dirt,” said attorney James Tyrell.

His comment brought gasps of horror from dozens of 9/11 relatives, who were crammed into the federal appeals court in Manhattan.
