The NYPD will bring in 150 new civilian employees to help deal with the growing 911 disaster, Police Commissioner Ray Kelly said yesterday.

“We will be moving forward as soon as possible. This is an emergency service that has to be manned,” the commissioner said.

The department is also considering bringing in rookie cops and police officers on restricted duty to man the call center in emergency situations when the $88 million CAD [computer-aided dispatch] system fails.

The NYPD hasn’t resorted to those drastic measures since the mid-1970s, a police source said.
