Gov. Cuomo said last night he might create a health insurance exchange for New York by executive order if lawmakers don’t approve it as part of the state budget for the fiscal year beginning April 1.

Cuomo has noted that if New York doesn’t create its own exchange — where residents and small businesses can buy coverage — the state will have to accept the federal government’s model under Obamacare.
