ALBANY — Gov. Cuomo yesterday moved to implement a key piece of President Obama’s health-care law.

He issued an executive order to establish a statewide health-insurance exchange for small businesses and local governments.

The federally authorized and financed marketplace for buyers is also aimed at covering more than 1 million New Yorkers now without coverage.
