ALBANY — The proposal to expand hail-taxi service to the outer boroughs would violate the Americans with Disabilities Act, Gov. Cuomo said yesterday.

“I’m not going to have anything to do with a bill that does not respect the rights of the disabled community,” said Cuomo, who has already threatened to veto a taxi-expansion bill on his desk.

Cuomo said on former Gov. David Paterson’s WOR-AM radio show: “It’s legally flawed . . . and as a matter of policy I wouldn’t do it.”

Cuomo has until Wednesday to decide on the bill championed by Mayor Bloomberg, who says it would generate $1 billion the city has already budgeted.
