A dead newborn girl was found yesterday in a plastic bag in a recycling bin at a Washington Heights apartment building, cops said.

“It was placed on top of the garbage,” said Gregory Santana, 20, who made the horrific discovery at around 6:15 a.m. at the building on West 191st Street.

“It was inside a small bucket then it was inside a couple of bags. I’m still shaken,” said Santana.
