New Jersey residents yesterday loudly denounced a plan to let individual towns decide public beach access.

“The decision will be: ‘Keep ’em out!’ ” one critic, Margaret Mroz of Long Branch, groused to the state Department of Environmental Protection, which is considering the plan.
