An audit found the city Finance Department has been failing to collect millions in potential tax-revenue dollars on billboards.

The audit turned up as much as $20 million in unreported income from the 2010 to 2012 fiscal years, when owners failed to file income statements. Owners who did report said each sign made an average of $83,565 a year.
