In the wake of the flap over new schools chief Cathie Black, Assemblyman David Weprin and incoming state Sen. Tony Avella, both Queens Democrats who used to serve in the City Council, said they’ll introduce a bill next month that requires a public hearing and council approval for any future chancellor.
