The body of a man with chains and rocks tied to his legs was found in the waters off Flushing on Tuesday morning — and cops believe he may have killed himself, according to police sources.

Michael Panico, 53, was found fully clothed and face-down on the shoreline of the World Fair Marina near Citi Field in Queens about 9:15 a.m., cops said.

Police are still investigating, and the medical examiner will determine cause of death.
