A second former top Bovis Lend Lease manager pleaded guilty yesterday in Brooklyn federal court to repeatedly overbilling construction clients.

John Hyers Sr., 66, who was general superintendent and field operations manager for Bovis’ New York office, admitted that from 1999 to 2009, he participated in a widespread scheme to rip off government contracting agencies and private clients by signing off on false time sheets for labor foremen — who were paid for unworked overtime as well as for sick days, holidays and vacation time they weren’t entitled to be paid for.

The Greenlawn, NY, resident, who served in the US Special Forces in the Vietnam War, faces up to 20 years in prison at sentencing on the conspiracy charge.

“It’s a very sad, tragic case,” said Hyers’ lawyer, Mark Baker. “He inherited a situation and he didn’t stop it from continuing.”

James Abadie, former head of Bovis’ New York City office pleaded guilty last week to the same fraud.

Bovis — now known as Lend Lease — has agreed to pay $56 million in penalties and restitution.
