A federal grand jury yesterday charged state Assemblyman William F. Boyland Jr. with soliciting more than $250,000 in bribes in exchange for fast-tracking development projects and vowing to help a carnival company.

Both Boyland and his legislative aide, Ry-Ann Hermon, were arrested late last month by FBI agents on a wide range of corruption charges.

Yesterday, Brooklyn federal prosecutors secured their indictment on 19 counts each, including fraud, bribery and extortion — charging Boyland and Hermon with offering to take official action on behalf of private businesses in exchange for payoffs.

Hermon also was charged with trying to shake down a carnival promoter herself to make some pocket money.

This fall, Boyland was acquitted of earlier corruption charges in an unrelated case in Manhattan federal court.
