NEW HAVEN, Conn. — A New York man has refused to be extradited to Connecticut to face charges that he killed a woman in 1986.

Steven Reed, spokesman for the Bronx district attorney’s office, said 45-year-old Kevin Benefield did not waive extradition Tuesday during a hearing. Reed said Connecticut Gov. M. Jodi Rell will need to request his return.

Benefield’s attorney, Allison Lowy, did not return telephone messages left Tuesday and last week.

New York police took Benefield, of the Bronx, into custody last week on a warrant issued by Wallingford police in connection with the slaying of Barbara Pelkey. The arrest came months after an innocent man who spent 20 years in prison for the crime was exonerated by DNA.

Barbara Ray, Benefield’s mother, has said she believes her son is innocent.
