The city will pay $15,000 to a Brooklyn artist busted for painting watercolors on paper she taped to a makeshift wall surrounding a vacant lot in Willamsburg.

Julie Torres was painting at North 11th Street and Bedford Avenue when plainclothes officers arrested her in July 2010.

Charges were eventually dropped, she sued the city, and the city settled yesterday.
