A developer’s controversial plan to pile on three more townhouses to a Park Slope development already up has been shot down by the city’s Board of Standards and Appeals.

The unanimous ruling earlier this week backs a previous recommendation by Brooklyn Community Board 6 to disapprove the application for the Enrique Norten-designed Garfield Sparta project, located at 580 Carroll Street. Developer Sean Ludwick cited hardship claiming the project wound up costing $2.86 million more than what was expected, mostly because underground concrete bunkers from a previous occupant were discovered during construction.

He wanted to erect the new units on land eyed for a front yard. However neighborhood residents felt awarding such a variance for a project would set a bad precedent. The five-story project on a block with mostly two- and three-family homes is already bringing 17 units.
