WASHINGTON — Herman Cain’s campaign returns to New York next week for a big-bucks fund-raiser at the Russian Tea Room.

It will be Cain’s third visit to the city in recent weeks. He has followed other GOP candidates to town to meet Donald Trump, and he had a recent sit-down with former Secretary of State Henry Kissinger.

Tickets for the “VIP Reception” start at $999 — a takeoff on his 9-9-9 tax plan — with tickets to a general reception going for $500. Another event is set for Club 101 on Park Avenue.
