ALBANY — Many of the more than 700 public authorities that run New York’s mass-transit systems, toll highways, power plants and other projects have so far failed to comply with new reporting requirements meant to make them more accountable.

So says the Independent Authorities Budget Office in its first annual report, which notes the authorities issued $17 billion-plus in new debt in 2009.
