Three lawsuits challenging the controversial appointment of Hearst Magazines honcho Cathie Black as the city’s schools chancellor are scheduled to be heard this morning in Albany County Supreme Court.

Lawyers for parents and advocates are challenging the legality of the waiver Black got from state Education Commissioner David Steiner last month — arguing that he was not allowed to overlook her lack of a master’s degree.

They also charge that Steiner wrongly based the waiver, in part, on the qualifications of Black’s future support staff — rather than solely on her qualifications alone.

State officials argue Steiner followed the law.
