Their cards are on the table.

The city’s normally hush-hush wish list in its bargaining with the powerful United Federation of Teachers is detailed in a three-page document obtained yesterday by The Post.

Among the hot-button items is a bid to effectively do away with teacher reassignment centers known as “rubber rooms” — where misbehaving teachers sit idle for lengthy stretches collecting full salary while awaiting disciplinary hearings.

The city wants to suspend teachers without pay once charges are leveled against them. They would be paid back lost salary if cleared.

Officials also hope to cut teachers from shrinking or closing schools based on a number of factors — including performance — rather than solely on seniority.

Those who lose their positions would be given just four months to find new gigs rather than getting paid indefinitely to work as substitutes as they are now. That costs the city $100 million a year.

The wish list does not involve ongoing salary negotiations.
