The City Council will hold a hearing on Head Start programs after a shocking Post report on widespread mistreatment of children, dangerous conditions and lax oversight.

“The specific incidents of physical abuse and children left unsupervised were appalling,” said Councilman Stephen Levin, chair of the General Welfare Committee, which has set a hearing for April 1.

The Post exposed an alarming federal audit that cited cases of 3- and 4-year-olds getting hit, bitten and struck; deliberately frightened by vacuum cleaners, and one made to wear a training diaper “to humiliate” him.
