Clearly, he’s still running.

Charles G. Hogg II, the City Hall groundhog and as-yet-declared mayoral candidate, was spotted in front of the historic building Thursday, again dunning Mayor Bill de Blasio.

As The Post has revealed exclusively, Hogg is out to oust de Blasio as payback for the 2014 bobble-and-drop Groundhog Day death of Hogg’s close friend Charlotte at the Staten Island Zoo.

“He keeps saying everything’s great in the city,” the groundhog griped of Hizzoner in a prepared statement.

“But I’m getting priced out of all five of my burrows.”

It’s not clear if Hogg made contact with his mayoral nemesis, whose seat he is plotting to usurp in 2017.
