A man caught in the crossfire of a shootout last August is suing the city for $20 million, claiming cops ineptly fired on a crowded Harlem street.

Larry Garlick, 38, of The Bronx, said he was hit in the leg during the exchange of 46 bullets between cops and suspects Luis Soto, who was killed, and Angel Alvarez, who survived 21 shots. Two cops were injured.
